Stuart Virginia is a small town located at the crossroads of Highways 8 (Woolwine Hwy)  & 58  (Jeb Stuart Hwy) in the foothills of the  Blue Ridge Mountains. Originally named Taylorsville in 1792, Stuart was renamed after the Civil War in honor of Confederate General J.E.B. Stuart,  the famous calvary general, who was born and raised a short distance from here in Ararat Virginia.  Stuart maintains  its traditional small hometown values of people helping people.The town is unique in that it has a has an Uptown and Downtown business district. Uptown is the larger of the two where both town and county offices can be located.  The National Register of Historic Places lists the uptown’s N. Main Street and Blue Ridge Street in its registry.At the courthouse built in 1822 court is still in session and the county records are available for searching in the clerk’s office. Patrick County Administration Building houses all the departments of county government.

Local Government – The Town Manager is appointed by the Town Council to manage the day-to-day operations of Town Government and oversee all municipal services and departments.  The Manager’s office also carries out the policies approved by the Town Council and keeps the Town Council informed of the Town’s financial status and other Town affairs.

 

Terry Tilley

Terry Tilley has served The Town of Stuart as town manager for over 28 years and has lived here  most  of   his life. Terry and his wife Jerlene live on Twin Ford Loop with their son Matthew.

Terry attended Patrick Henry Community College after graduating from North Surry High School in 1973.
The Stuart Volunteer Fire Department is proud to claim Terry since 1988 and to appoint him to Assistant Chief. Terry recently joined the Patrick County Chamber of Commerce Board of Directors.

Elected Officials - The town of Stuart  is governed by a  mayor and six councilmen.

Mayor - James C McHone Jr.

Mayor McHone lives in the Town of Stuart with his wife Brenda. James and Brenda have three grown children, Dena Holliman, Jon McHone, Justin McHone and 10 grandchildren, and one great grandchild. James, who retired from his career in the textiles industry in May 2006, loves NASCAR racing, bike riding and spending time with his grandchildren.Mayor McHone attended Ferrum College after graduating from Stuart High School in 1962.
James is active in his church and Gideons International.A Love of Patrick County is evident in the Mayor’s remarks, “I’ve lived here all my life. I have seen the town of Stuart grow in the last ten years. I think the Town of Stuart has a bright future. With our already established businesses and the addition of new businesses, we will continue to grow”.

Vice Mayor - Ray Weiland

Vice Mayor, Ray Weiland, has lived in the Town of Stuart since 1999. Ray and his wife Tammy Wilson Weiland have 2 sons, Jared and Matt.Ray currently works for the Virginia Department of Health in the Office of Drinking Water as a District Engineer. Ray graduated from Virginia Tech with a major in Chemical Engineering, served four years in the Marine Corps, and has worked in manufacturing in the Patrick County area.
Ray was elected to the Stuart Council in 2001 and has design and operational expertise of Water Treatment Plants and Sewer Treatment Plants. Ray’s goals are to optimize the Stuart water and sewer systems through sound engineering strategies that will reduce the overall cost of running each plant while improving the capacities of each. Ray is currently working on ten, and twenty year plans for the Towns utilities upgrades that keep our utilities costs low while keeping the Town out of debt.Ray serves on the Budget committee, Farmers Market committee, and Amphitheater committee.  You may reach Ray at 276.694.2595

Rebecca Adcock

Rebecca moved to Stuart Virginia with her husband Jonathan, a local veterinarian,  in 2009.

Terry Dalton

Terry Dalton is married to Debbie and has three children, Jennifer, Chelsie, and Mowpheth. He moved to Stuart in 2001 where he is very active in the community. Terry volunteers (since 2003) for the Stuart Fire Department where he was named Fire Fighter of the Year in 2009. He also is on the Jeb Stuart Rescue Squad. He is currently serving as Secretary for the Economic Development Authority as well as a member of the Town Council.Terry owns and operates three business, Dalton Communications, Verizon, U.S. Safety, and Precious Clips MobilePet Salon.His hobbies include riding motorcycles and videographing.  Terry attends Harvest Worship Center.

Dale Firebaugh

Dale Firebaugh bought property in 1997 and moved to Patrick County in 2002 with his wife Melanie. Born in Detroit, Dale graduated from Carolina Military Academy and served in the U.S. Marine Corp.Dale has served on the Patrick County Chamber of Commerce Board of Directors and as Chamber Vice-President.Dale is co-owner of Honduras Coffee Company , a family owned Honduras growing operation with Stuart, VA based roasting, online & retail outlet
Dean Goad lives in Patrick County with his wife,  Ann and has been married for 47 years. They have two  children, Steve and Leslie, and one grandchild, Nicolas. Dean is a small business owner of Stuart Tire, and co-owner of Patrick County Communications – WHEO. He retired from DuPont after working for 36 years and served as President of M.N.E Union and also President of the International Brotherhood of DuPont Workers for 15 years. Dean is very active in the community, he is a Board Member for Patrick County Chamber of Commerce and past President. He presently serves on the Town Planning Commission.
